Senate GOP Embrace Trump's Proposal to Overhaul Obamacare

US lawmakers are working through the weekend for the initial time since the federal closure began more than a month ago, but hopes for a cross-party deal on how to resolve the impasse appeared to diminish as GOP senators proposed a proposal unacceptable to Democrats: eliminating the ACA, known as Obamacare.

Deepening Impact of Government Shutdown

The impact on Americans from the lengthiest shutdown of the US government in history worsened on Saturday, as federal workers went unpaid, airlines were compelled to cancel flights and Supplemental Nutrition Assistance Program benefits have been postponed for forty-two million Americans.

President's Plan from Golf Course

As Saturday's session got under way, Republican senators embraced a suggestion made on social media early Saturday by Donald Trump from his resort in West Palm Beach, for government payments to be substituted by HSA-style accounts.

"I am recommending to Senate Republicans that the Billions of Dollars currently being sent to profit-driven Insurance Companies in order to save the ineffective Healthcare provided by ObamaCare, BE SENT DIRECTLY TO THE PEOPLE SO THAT THEY CAN PURCHASE THEIR OWN, MUCH BETTER, HEALTHCARE," Trump wrote.

GOP Endorsement

Several Republican senators praised the proposal, which is similar to a replacement for Obamacare proposed in 2017.

"We will replace this broken system with something that is actually better for the consumer," one senator stated.

Another senator praised Trump's proposal on online platforms, and stood next to a giant blow-up of Trump's post as he addressed on the Senate floor.

"I'm writing the bill right now," a third senator posted in response to Trump's suggestion. "We need to stop public funds from going to carriers and instead give it directly to Americans in health savings accounts and let them buy the medical coverage they want."

Opposition Reaction

Democratic senators expressed alarmed responses to Trump's plan.

"Essentially, Donald Trump's 'proposal' for health care is another cynical attempt to repeal Obamacare," one Democratic senator stated. "It's the same failed Republican plan that's been defeated by the public and Congress."

Another lawmaker reacted to the censure of insurance companies by writing: "Oh, Trump and the Republicans dislike how the large insurance companies are overcharging Americans. Really? In that case I applaud your support for Medicare for All."

Ongoing Negotiations

The Senate adjourned without finding a solution, but Senate Republican leaders have signaled an openness to an developing proposal from a handful of moderate Democrats to terminate the shutdown in return for a later vote on the ACA subsidies.

One Democratic senator, who is spearheading the negotiations among moderates, said that Democrats "need another path forward" after Republicans turned down an offer to restart the government and extend the payments for a year.

Another senior Democratic senator continued in arguing that Republicans should accept a one-year extension of the payments before discussing the future of the subsidies.

"Inaction is derelict because people will go into debt, people will become uninsured, people will get more ill," the senator said in a floor speech. "That is what will happen if this Congress fails to act."

Partisan Dynamics

Not one of the Republican senators seemed to grapple with the fact that consumers would still need to buy coverage from the same insurance companies, or that Republican lawmakers need the support of several Democrats to restart the government, and the idea of eliminating and replacing Obamacare with HSAs is unlikely to earn a solitary Democratic vote.

Some analysts suggested that the essence of such a plan would remove the ACA's requirement that insurance companies cover individuals with existing health issues.

After his resort visit, Trump went back to his private club and reiterated on his insistence that Republicans stop seeking agreement and try instead to repeal and overhaul Obamacare with a version of the plan that was unsuccessful to secure enough backing in 2017.
